Ms. Naisiae Paloshe Tobiko

Ms. Naisiae Paloshe Tobiko is the Commission Secretary/Chief Executive Officer of the Commission on Administrative Justice (CAJ). She is a distinguished governance and public administration professional with over 15 years of progressive leadership experience in electoral management, institutional governance, strategic planning, stakeholder engagement, and public service administration.

Before joining the Commission, Ms. Tobiko served in various senior leadership positions at the Independent Electoral and Boundaries Commission (IEBC), including her immediate former designation as County Elections Manager. During her tenure, she provided leadership in the planning and delivery of electoral operations, institutional management, governance support, voter and civic education, stakeholder engagement, and organizational performance. She also served as Manager, Commission Services; Manager, Field Services; Manager, Office of the Chairperson and Personal Assistant to the Chairperson; and Constituency Elections Coordinator, where she played a pivotal role in the successful conduct of the constitutional referenda, general elections, by-elections, and national electoral operations.

Ms. Tobiko has extensive regional and international experience, having represented Kenya in election observation and technical assistance missions in Uganda, Tanzania, Burundi, and Malawi under the auspices of the East African Community (EAC) and the African Union (AU). Her contributions have supported electoral preparedness, institutional strengthening, and the promotion of democratic governance across Africa.

She holds a Master of Arts in Diplomacy from the University of Nairobi and a Bachelor of Arts in Communication from Daystar University. She has further enhanced her leadership and governance expertise through executive training in leadership, democratic elections, public relations, and electoral management from leading regional institutions.

As the Commission Secretary/Chief Executive Officer, Ms. Tobiko provides leadership in the administration and management of the Commission, overseeing the implementation of its constitutional and statutory mandate to promote administrative justice, enforce the right of access to information, strengthen good governance, and enhance responsive, accountable, and citizen-centred public service delivery.

Beyond her professional responsibilities, Ms. Tobiko is committed to mentorship and community service. She serves as a Volunteer Mentor with the Presidential Digital Talent Programme (PDTP) and has supported initiatives focused on community empowerment, leadership development, and social inclusion, reflecting her dedication to ethical leadership and transformative public service.
